That province is Dong Nai, located in the South of Vietnam. It currently stands as the province with the highest number of industrial zones in Vietnam, boasting 32 operational industrial zones covering a total area of over 10,000 hectares.

Recently, Deputy Prime Minister Tran Hong Ha signed a document regarding the investment in Biên Hòa Airport under the PPP model.

Accordingly, the Deputy Prime Minister has agreed to assign the People's Committee of Đồng Nai province as the competent authority to implement the Biên Hòa Airport project under the public-private partnership (PPP) model. At the same time, the Ministry of National Defense, Ministry of Planning and Investment, Ministry of Finance, Ministry of Natural Resources and Environment, and relevant agencies will coordinate and support the People's Committee of Đồng Nai province in implementing the project.

The Biên Hòa Airport project is located in Tan Phong Ward, Bien Hoa City, Đồng Nai Province, approximately 25km from Tan Son Nhat Airport and 32km from Long Thanh International Airport. Currently, it is a Grade 1 military airport with two concrete runways. The total land area of Biên Hòa Airport is approximately 967 hectares, with about 50 hectares available for the development of civil aviation.

According to the master plan for the development of the airport system from 2021 to 2030, with a vision to 2050, Biên Hòa Military Airport is planned to be converted into a domestic airport for dual-use operation. The projected passenger capacity by 2030 is 5 million passengers per year, increasing to 10 million passengers per year by 2050.

Once operational for civilian use, Biên Hòa Airport will make Đồng Nai the first province in the country to own two airports serving civil-commercial purposes - Long Thanh International Airport (expected to be the largest airport in Vietnam) and Biên Hòa dual-use Airport.
